The Building Is a Landmark
On July 15, the Historic and Design Review Commission voted to approve Historic Landmark designation for 601 Delaware. Case 2026-174. Unanimous. On the consent agenda — meaning the commission grouped it with the non-controversial items and approved it without discussion.
That is the strongest possible outcome an applicant can receive from the HDRC.
The city’s Office of Historic Preservation prepared a 31-page staff report recommending approval. Their evaluation found the building significant under three of the sixteen criteria in the Unified Development Code — any three being sufficient:
Criterion 3, significant persons: the Menger family. Catherine Menger’s lineage connects the 1859 Menger Hotel to this building. Gustav P. Menger and his siblings held every officer position from the 1920s onward.
Criterion 6, a unique utilitarian example: the staff report quoted the building’s own press — “the Southwest’s finest modern coffee roasting plant” and “one of the largest and finest in the entire South.”
Criterion 11, cultural and economic heritage: San Antonio’s dominant institutional coffee supplier and a Denver Heights neighborhood employer across its peak decades.
The HDRC is the first of three bodies in the designation chain. The case moves next to the Planning Commission on September 23, then the Zoning Commission on October 6, where the HL overlay will be applied to the existing zoning. City Council follows — date to be determined. Once Council acts, 601 Delaware becomes a designated San Antonio Historic Landmark.
That status protects the building, recognizes what it is, and unlocks preservation incentives — including a decade of city property-tax relief — that make the rehabilitation pencil differently than it would without the designation.

Now it’s official — or will be, once the last three votes land.
